This cycle: Malta 7.2 → 7.0 ▼ — Legal Notice 195 of 2026 (published 14 July) replaces the Retirement and Global Residence Programmes with a single Individual Tax Programme from 1 January 2027: the 15% remittance rate stays, but the minimum annual tax for retirees roughly doubles to €15,000, the application fee rises to €8,500, and the qualifying property threshold jumps to €700,000. Applications filed under the current rules by 31 December 2026 are grandfathered to 2031. Ireland ▼ — the Government approved priority drafting (September 2026) of a bill stretching naturalisation from 5 to 8 years and adding language and civics tests; citizenship by descent is untouched. ETIAS has slipped to 2027 — the EU dropped its late-2026 target in July; EES has been fully operational since 10 April 2026. Momentum arrows for Cyprus, Portugal, Italy, Spain, Slovenia and Sweden reset to steady: their July moves are now settled law, and nothing new landed in this window.
